The remnants of the old river course, called Saratoga Bend, became an oxbow lake, Carter Lake, for which the town is titled today.

According to the United States Enumeration Bureau, the town/city has a total region of 2.02 square miles (5.23 km2), of which, 1.87 square miles (4.84 km2) is territory and 0.15 square miles (0.39 km2) is water. There were 1,388 homeholds of which 37.4% had kids under the age of 18 living with them, 46.5% were married couples living together, 17.9% had a female homeholder with no husband present, 7.4% had a male homeholder with no wife present, and 28.2% were non-families.
28.3% of inhabitants were under the age of 18; 8.3% were between the ages of 18 and 24; 25.1% were from 25 to 44; 25.5% were from 45 to 64; and 12.8% were 65 years of age or older.
