Jackson County, along with Jones and Linn Counties were established in 1837 and Bellevue was the titled the seat of justice for all three counties.

When Iowa became a territory in 1838, the first census was taken and Jackson County had 881 citizens .

Between 1848 and 1876, the struggle between Andrew and Bellevue for the governmental center of county continued with the governmental center of county being moved from one town to the other a several times.

As the county was settled, Maquoketa would turn into the dominant centrally positioned town when the barns reached Maquoketa in 1873.

The Town of Maquoketa then assembled a large town/city hall and offered to lease the building to Jackson County as a courthouse.

According to the United States Enumeration Bureau, the town/city has a total region of 1.41 square miles (3.65 km2), of which, 1.34 square miles (3.47 km2) is territory and 0.07 square miles (0.18 km2) is water. There were 966 homeholds of which 24.9% had kids under the age of 18 living with them, 50.0% were married couples living together, 7.2% had a female homeholder with no husband present, 3.2% had a male homeholder with no wife present, and 39.5% were non-families.

20.7% of inhabitants were under the age of 18; 6.9% were between the ages of 18 and 24; 20.2% were from 25 to 44; 27.3% were from 45 to 64; and 24.9% were 65 years of age or older.

There were 942 homeholds out of which 32.2% had kids under the age of 18 living with them, 56.6% were married couples living together, 7.7% had a female homeholder with no husband present, and 33.2% were non-families.

These early pioneer formed Bell View, the earliest town/city in the county and one of the five earliest metros/cities in Iowa.

The spelling was later changed to the French, Belle Vue and in time the two words were united and the town became Bellevue.
